Course Introduction

Women’s Participation in Blue Economy and Marine Resource Governance Course is designed to strengthen the role of women in shaping sustainable, equitable, and resilient ocean economies. The course explores how marine and coastal resources can be governed inclusively while ensuring women’s leadership, participation, and economic empowerment are central to blue economy development strategies.

The blue economy presents vast opportunities in fisheries, aquaculture, marine tourism, shipping, offshore energy, and coastal conservation. However, women remain underrepresented in decision-making, ownership, and leadership roles across these sectors. This course examines structural barriers that limit participation and provides practical strategies for promoting gender equality in marine governance systems.

Participants will gain a comprehensive understanding of marine resource governance frameworks at local, national, and global levels. The course highlights the importance of inclusive policy-making, equitable access to marine resources, and sustainable management practices that balance economic growth with environmental protection and social justice.

A key focus of the program is women’s economic empowerment within coastal and maritime livelihoods. It explores value chain participation, access to finance, entrepreneurship in fisheries and aquaculture, and leadership in coastal community organizations. Participants will learn how to design interventions that enhance women’s productivity and income generation in blue economy sectors.

The course also addresses climate change, ocean degradation, and ecosystem resilience, emphasizing the critical role women play in community-based adaptation strategies. It examines how gender-responsive governance can strengthen conservation efforts, improve resource sustainability, and build resilience in coastal communities dependent on marine ecosystems.

Ultimately, the course equips participants with the knowledge and tools to promote inclusive marine governance systems that empower women as leaders, decision-makers, and entrepreneurs in the blue economy. Through applied learning, case studies, and strategic frameworks, participants will be prepared to drive transformative change in ocean governance.
