Course Introduction
Modern governments operate through numerous ministries, departments, agencies, authorities, local administrations, and public institutions, each with distinct mandates, resources, systems, and accountability arrangements. Without effective coordination, these structures can create duplication, fragmented policies, inconsistent services, competing priorities, and inefficient resource use. This course provides participants with practical frameworks for strengthening collaboration and achieving coherent government-wide outcomes.
Whole-of-Government Coordination Training Course focuses on the principles and mechanisms required to move beyond institutional silos and create more integrated approaches to policy development, programme implementation, service delivery, and resource management. Participants will examine how government organizations can align objectives, share information, coordinate activities, manage interdependencies, and establish common approaches while preserving legitimate institutional responsibilities and accountability.
The programme addresses both strategic and operational coordination. Participants will learn how to establish cross-government priorities, clarify institutional roles, create coordination structures, develop joint work programmes, manage shared initiatives, and establish escalation and decision-making mechanisms. Particular attention is given to coordination across policy areas where outcomes depend on multiple institutions working together rather than a single organization acting independently.
Effective coordination increasingly depends on reliable information and shared performance intelligence. Participants will explore approaches for developing common data standards, information-sharing arrangements, integrated dashboards, joint performance indicators, and collaborative reporting mechanisms. The course also examines how digital platforms, interoperable systems, workflow technologies, and data-sharing infrastructures can support coordinated government operations while maintaining privacy, cybersecurity, governance, and accountability.
The course incorporates emerging issues affecting whole-of-government coordination, including artificial intelligence, digital public infrastructure, cross-agency data ecosystems, climate resilience, crisis management, integrated citizen services, shared digital platforms, and collaborative approaches to complex social challenges. Participants will consider how governments can coordinate effectively when challenges cut across traditional institutional boundaries and require rapid responses, shared capabilities, and adaptive decision-making.
By the end of the programme, participants will be able to design and strengthen whole-of-government coordination mechanisms that support policy coherence, efficient implementation, integrated service delivery, and measurable public outcomes. They will gain practical tools for stakeholder mapping, governance design, interagency collaboration, joint planning, conflict resolution, information sharing, performance management, and continuous improvement, enabling government institutions to work together more effectively.
