Course Introduction

The Water Sector Strategic Planning for Public Institutions Course is designed to strengthen the capacity of government agencies, public utilities, and sector institutions to design, implement, and manage long-term water strategies. It focuses on building robust planning systems that ensure sustainable water service delivery, infrastructure development, and resource management across public sector frameworks.

The course addresses the increasing complexity of water governance in public institutions, where competing priorities, limited budgets, climate pressures, and institutional inefficiencies often hinder effective planning. Participants will learn how to develop integrated strategic plans that align policy objectives with operational realities and national development goals.

A strong focus is placed on strengthening institutional planning capacity through the use of modern strategic tools, data-driven decision-making, and evidence-based policy formulation. The course demonstrates how public institutions can transition from fragmented planning approaches to coordinated, systems-based strategic frameworks that enhance efficiency and accountability.

Participants will also explore how inter-agency coordination, stakeholder engagement, and regulatory alignment contribute to stronger and more coherent water sector planning. The course emphasizes the importance of collaboration between ministries, regulatory bodies, local authorities, and development partners in achieving effective water governance outcomes.

Emerging challenges such as climate variability, urban expansion, infrastructure aging, and digital transformation are integrated into the course content. Participants will examine how these trends reshape planning priorities and require adaptive, forward-looking strategies that strengthen resilience and long-term sector sustainability.

By the end of the course, participants will be equipped with the skills to design comprehensive strategic plans, improve institutional coordination, and strengthen policy implementation frameworks. They will be able to support public institutions in achieving efficient, transparent, and sustainable water sector development.
