Course Introduction

Water sector governance reform is essential for improving efficiency, accountability, and sustainability in water service delivery systems. This course provides a comprehensive understanding of institutional development and governance transformation processes required to strengthen water sector performance across national, regional, and local levels.

Many water utilities and institutions face challenges such as weak governance structures, limited accountability, inefficiencies, and fragmented institutional roles. This course explores how governance reforms can address these challenges by strengthening institutional frameworks, regulatory systems, and organizational capacity within the water sector.

Participants will gain insights into policy development, regulatory reform, and institutional restructuring processes that support effective water governance. The course emphasizes the importance of clear roles, transparency, stakeholder participation, and performance accountability in improving water sector outcomes.

A key focus of the program is institutional development, including capacity building, organizational redesign, and human resource strengthening. Participants will learn how to design and implement reforms that enhance institutional efficiency, service delivery quality, and long-term sustainability of water utilities and agencies.

The course also addresses the role of decentralization, public-private partnerships, and multi-stakeholder governance models in water sector reform. Participants will examine how different governance arrangements impact service delivery, investment efficiency, and sector performance.
