Course Introduction

Water safety planning has emerged as a globally recognized preventive risk management approach that ensures the safety and reliability of drinking water supplies from source to consumer. Rather than relying solely on end-point testing, water safety plans focus on identifying hazards, assessing risks, implementing control measures, and continuously monitoring system performance. This proactive approach helps water utilities, regulators, public health agencies, and communities minimize contamination risks while ensuring consistent compliance with water quality standards. The course provides participants with practical skills and knowledge to develop, implement, monitor, and improve water safety plans that protect public health and strengthen water supply resilience.

The increasing pressures of climate change, urbanization, industrial development, aging infrastructure, and emerging contaminants have significantly increased risks to water systems worldwide. Floods, droughts, pollution incidents, infrastructure failures, and microbial contamination events continue to threaten the safety of water supplies. Effective risk assessment and water safety planning enable organizations to identify vulnerabilities before they become crises and to establish preventive measures that reduce operational, environmental, and public health risks. This course explores the latest approaches for assessing and managing risks across the entire water supply chain.

A successful water safety plan requires collaboration among multiple stakeholders, including water suppliers, environmental agencies, health authorities, local governments, laboratories, and communities. Each stakeholder plays a critical role in identifying hazards, monitoring performance, responding to incidents, and maintaining safe water services. The course provides participants with practical frameworks for stakeholder engagement, governance, communication, and coordination that support effective water safety planning and risk management. Participants will learn how to build institutional capacity and strengthen collaborative approaches to water safety.

Risk assessment methodologies provide the foundation for evidence-based decision-making in water safety management. Through systematic hazard identification, likelihood analysis, consequence evaluation, and risk prioritization, organizations can allocate resources more effectively and implement targeted control measures. Participants will gain hands-on experience applying risk assessment tools and techniques to real-world water systems. The course also examines quantitative and qualitative risk assessment methods used to support operational planning, infrastructure management, and regulatory compliance.

Technological advancements are transforming water safety monitoring and risk management practices. Real-time water quality monitoring systems, remote sensing technologies, predictive analytics, digital risk assessment platforms, and artificial intelligence applications are enabling faster detection of risks and more informed operational decisions. Participants will explore emerging technologies and innovative approaches that enhance water safety planning, improve monitoring efficiency, and support continuous improvement within water supply systems.

By completing this course, participants will develop the competencies required to establish robust water safety planning frameworks, conduct comprehensive risk assessments, implement preventive control measures, and strengthen organizational resilience. They will be equipped to support safe drinking water services, protect public health, comply with regulatory requirements, and contribute to sustainable water resource management in both urban and rural settings.
