Course Introduction

The Water Infrastructure Strategic Program Evaluation Course provides a comprehensive understanding of how to systematically assess, measure, and improve the performance of water infrastructure programs. Participants gain deep insights into evaluation methodologies that ensure water investments deliver measurable impact, long-term functionality, and strong alignment with policy and development objectives.

The course examines the challenges commonly faced in water program evaluation, including incomplete data systems, weak monitoring frameworks, limited institutional capacity, and fragmented decision-making processes. By exploring these gaps, participants learn how to design robust evaluation systems that strengthen accountability, improve resource efficiency, and support evidence-based planning.

Participants are introduced to modern evaluation tools—such as theory-based evaluation, cost-benefit analysis, impact assessment, performance monitoring, and adaptive management frameworks—that help determine whether water infrastructure programs meet intended goals, address community needs, and contribute to broader sustainability targets.

The course emphasizes real-world application through case studies, analytical exercises, and practical frameworks. It explores how evaluation results can guide policy reforms, improve operational efficiency, inform funding decisions, and enhance institutional learning. Participants learn to communicate evaluation findings effectively to both technical and non-technical stakeholders.

Emerging themes—such as climate risk evaluation, digital monitoring tools, sustainability metrics, resilience indicators, and participatory evaluation—are integrated to ensure participants understand how evolving trends influence water program outcomes. This helps them develop future-ready evaluation approaches that respond to shifting environmental and socio-economic conditions.

By the end of the course, participants will be equipped to lead strategic evaluations that strengthen accountability, optimize investments, and improve water infrastructure performance. They will gain the confidence to design and implement evaluation systems that support resilient, equitable, and sustainable water infrastructure development.
