Course Introduction

Effective governance of water and sanitation services is vital for achieving inclusive, sustainable development at the local level. This course provides a comprehensive foundation in the principles, systems, and practices that guide water and sanitation governance in decentralized contexts. It equips local government officials and practitioners with the knowledge and tools to plan, regulate, and deliver equitable and resilient water and sanitation services.

The training explores the institutional and policy frameworks that underpin local water and sanitation governance. Participants will gain insights into how decentralization, community engagement, and inter-agency coordination contribute to improved service delivery and accountability. The course also highlights the role of local authorities in achieving Sustainable Development Goal 6 (clean water and sanitation for all).

Practical case studies from different regions will be used to demonstrate best practices in local water management, sanitation planning, and regulatory enforcement. Emphasis will be placed on governance mechanisms that promote transparency, participation, and sustainable resource utilization at the community level.

Participants will explore emerging trends such as integrated urban water management (IUWM), digital governance tools, and climate-resilient infrastructure. The course examines how local governments can leverage innovation, partnerships, and data-driven decision-making to improve service efficiency and equity.

Policy and institutional challenges such as financing gaps, weak coordination, and governance fragmentation will be critically analyzed. Through interactive exercises, participants will learn strategies for strengthening local systems, designing effective frameworks, and implementing governance reforms.

By the end of the course, participants will be empowered to strengthen local governance systems, design inclusive policies, and foster partnerships that ensure universal access to safe, affordable, and sustainable water and sanitation services.
