Introduction

Urban humanitarian crises are rising in scale and complexity as more people migrate into cities and informal settlements. This course provides an in-depth understanding of how urban systems function during shocks and how humanitarian actors can design responses that enhance safety, dignity, and access to essential services for vulnerable urban populations.

Participants will examine the characteristics of informal settlements, including governance gaps, insecure tenure, inadequate infrastructure, and high exposure to hazards. The course unpacks how these vulnerabilities intensify during conflict, disasters, economic disruptions, and public health emergencies, requiring tailored assessment and intervention strategies.

A key focus of the training is practical tools and frameworks for urban needs assessment, multi-sector coordination, and integrated response planning. Learners explore how to map risks, analyze service delivery systems, identify community assets, and engage informal actors such as grassroots groups, local businesses, and settlement leaders.

As cities become hotspots for climate risks, environmental degradation, and forced displacement, resilience planning is urgently needed. This course equips participants with advanced skills in resilience-building approaches, urban planning principles, risk reduction strategies, and shock-responsive social protection systems tailored for informal settlements.

The program emphasizes collaborative governance, recognizing that effective urban humanitarian response requires alignment between humanitarian agencies, municipal authorities, private-sector partners, and affected communities. Participants will study real-world examples of citywide coordination, crisis architecture, and inclusive decision-making.

By integrating case studies, simulation exercises, systems thinking techniques, and digital planning tools, the course ensures that learners leave with actionable competencies. Graduates will be able to design and implement urban humanitarian interventions that strengthen resilience, enable safe urban living, and support long-term community transformation.
