Course Introduction

Urban centers around the world are increasingly vulnerable to disasters driven by rapid population growth, unplanned urbanization, climate change, and infrastructure fragility. The concentration of people, assets, and economic activity in cities makes disaster risks highly complex, often amplifying the scale of damage and human suffering when crises occur. Effective disaster risk management in urban contexts requires innovative, multidisciplinary, and inclusive approaches that integrate local knowledge with global standards.

This course provides a comprehensive foundation in urban disaster risk management (UDRM), focusing on strategies that strengthen city resilience against natural hazards, technological disruptions, and climate-related emergencies. It equips participants with tools to assess urban vulnerabilities, plan for risks, and design response and recovery frameworks tailored to the unique challenges of metropolitan environments.

Participants will gain exposure to frameworks such as the Sendai Framework for Disaster Risk Reduction, the New Urban Agenda, and climate adaptation strategies, while also exploring innovative technologies including smart city applications, GIS, predictive analytics, and digital twin modeling. The program emphasizes not only risk reduction but also long-term resilience planning to sustain safe, inclusive, and livable cities.

Emerging issues such as rising climate-induced disasters, energy and utility disruptions, public health emergencies, and urban displacement will be analyzed in depth. Participants will learn to balance economic growth and environmental sustainability while building governance systems that can withstand uncertainty.

Interactive simulations, city case studies, and group exercises will ensure that learning is practical and solution-oriented. Participants will work on real-world challenges and design context-specific strategies to strengthen resilience in their own urban settings.

By the end of the course, learners will be empowered to lead disaster risk management initiatives in urban environments, promote policy integration across sectors, and build partnerships that ensure resilient, adaptive, and sustainable cities.
