Course Introduction

Urbanization is transforming cities across the world, creating growing demand for food, water, energy, and environmental services while simultaneously increasing pressure on land resources and ecological systems. Urban agriculture has emerged as an important strategy for improving food security, supporting livelihoods, strengthening community resilience, and enhancing environmental sustainability within rapidly expanding urban environments. This course provides participants with advanced knowledge of the policy, governance, and sustainability frameworks required to support successful urban agriculture development at local, national, and regional levels.

Effective urban agriculture initiatives depend on enabling policy environments and strong governance systems that coordinate stakeholders, allocate resources efficiently, and balance competing urban development priorities. Participants will explore how governments, municipalities, development agencies, private sector actors, and communities collaborate to establish supportive regulatory frameworks and institutional arrangements that encourage investment, innovation, and long-term sustainability in urban agriculture systems.

The course provides comprehensive coverage of policy formulation processes, urban planning regulations, land tenure arrangements, zoning systems, environmental legislation, and agricultural governance mechanisms affecting urban farming activities. Participants will gain practical understanding of how policy decisions influence land access, resource allocation, food systems development, environmental protection, and social inclusion while supporting resilient and productive urban agriculture ecosystems.

Special attention is given to environmental sustainability considerations including biodiversity conservation, climate adaptation, resource efficiency, ecosystem restoration, pollution control, and green infrastructure development. Participants will examine how urban agriculture contributes to sustainable cities by reducing food miles, improving air quality, strengthening ecosystem services, and supporting circular economy approaches that reduce waste and conserve natural resources effectively.

Emerging issues including climate change, carbon neutrality commitments, digital governance, smart city technologies, environmental justice, sustainable finance, and global food system disruptions are increasingly shaping urban policy agendas worldwide. Participants will evaluate how innovative governance models and evidence-based policymaking approaches can strengthen resilience, improve environmental outcomes, and support inclusive urban development strategies capable of addressing future sustainability challenges.

Upon completion of the course, participants will possess the expertise required to design, implement, evaluate, and improve urban agriculture policies and governance systems successfully. They will be equipped to promote environmental sustainability, strengthen institutional coordination, support resilient food systems, encourage green investments, and contribute to the development of inclusive and sustainable cities that create long-term social, economic, and environmental value.
