Course Introduction
Trust is one of the most important foundations of effective public institutional communication because citizens, communities, partners and other stakeholders are more likely to engage constructively when they believe an institution is credible, transparent, competent and responsive. This course provides a practical framework for developing trust-based communication approaches that strengthen institutional legitimacy and public confidence. Participants will examine how communication quality, organisational behaviour and leadership decisions collectively influence perceptions of public institutions.
Public institutions operate in environments where expectations for transparency, accountability and responsiveness are continuously increasing. Citizens can compare information from official channels with media reports, social platforms, community conversations and alternative sources within seconds. In this environment, communication cannot depend solely on announcements or information distribution; it must demonstrate evidence, consistency, accessibility and genuine responsiveness. Participants will explore how institutions can communicate more effectively when public expectations, concerns and experiences are treated as essential intelligence.
The programme introduces practical methods for understanding public perceptions and identifying the factors that influence institutional trust. Participants will examine stakeholder mapping, audience intelligence, sentiment analysis, natural language processing, topic modelling, digital listening, narrative analysis and AI-assisted research. These tools can help communication teams identify recurring concerns, emerging expectations and changes in public confidence while maintaining appropriate human judgement, contextual interpretation and verification of evidence.
Trust-based communication requires alignment between what institutions say and what stakeholders experience. Participants will therefore explore the relationship between communication, service delivery, institutional conduct, transparency, accountability and leadership credibility. The course emphasises the importance of communicating clearly during uncertainty, acknowledging legitimate concerns, correcting inaccurate information responsibly and avoiding exaggerated claims. Participants will also learn how to recognise when communication problems are symptoms of deeper organisational or policy issues requiring action beyond messaging.
The course addresses emerging challenges affecting public confidence, including generative AI, misinformation, disinformation, deepfakes, synthetic media, automated influence, bots and algorithmic amplification. These developments can make public information environments increasingly difficult to navigate and can create uncertainty about the authenticity of official and unofficial content. Participants will learn practical approaches to verification, information integrity, rapid response, source assessment and responsible AI use while ensuring that institutional communication remains credible, accessible and proportionate.
By the end of the programme, participants will be able to develop trust-based communication strategies that strengthen public confidence and institutional credibility. They will gain practical capabilities for understanding stakeholder expectations, designing transparent communication, responding to uncertainty, managing contested narratives and measuring trust-related outcomes. The programme supports public institutions in developing communication systems that are evidence-based, inclusive, accountable and resilient, helping them maintain constructive relationships with the communities and stakeholders they serve.
