Introduction

The Transport Economics and Financing Course equips participants with essential economic principles and financial strategies to analyze, plan, and evaluate transport systems and infrastructure.   • Transport externalities: congestion, emissions, accidents
  • Market failures and policy responses
  • Economic indicators for transport performance

Day 2: Demand Analysis and Cost Structures

  • Understanding travel behavior and demand forecasting
  • Pricing strategies and cost recovery mechanisms
  • Marginal cost vs average cost pricing
  • Economic appraisal tools: Cost-Benefit Analysis (CBA), Cost-Effectiveness Analysis (CEA)
  • Time value of money, discounting, and Net Present Value (NPV) in transport projects

Day 3: Transport Financing Mechanisms

  • Traditional financing: taxation, user fees, fuel levies
  • Public sector budgeting and allocation
  • Public-Private Partnerships (PPPs): structures, risks, and benefits
  • Multilateral and development finance institutions (World Bank, AfDB, ADB)
  • Bond markets and infrastructure investment funds
  • Financing large-scale urban transport and corridor projects

Day 4: Emerging Issues in Transport Financing

  • Green finance and climate-focused funding
  • Carbon markets and emissions trading in transport
  • Sustainable transport indicators and SDG alignment
  • Innovations in fare collection and digital revenue systems
  • Resilience financing and risk mitigation tools
  • Financing smart transport and mobility-as-a-service (MaaS)

Day 5: Case Studies and Strategic Project Planning

  • Global case studies: successful transport finance models
  • Challenges in low-income and developing country contexts
  • Designing a transport financing plan
  • Engaging stakeholders and securing project buy-in
  • Monitoring, evaluation, and financial reporting
  • Group exercise: Develop a sample financing model for a sustainable transport project
