Course Introduction

Transboundary water governance has emerged as a critical global challenge as over 60% of the world’s freshwater resources cross international boundaries. Shared rivers, lakes, and aquifers are essential for livelihoods, energy, agriculture, and biodiversity, yet competition among riparian states often leads to tension and conflict. This Transboundary Water Governance and International Water Law Training Course provides participants with a deep understanding of legal, institutional, and policy frameworks that promote equitable and sustainable water cooperation.

The course explores the principles of international water law and their practical application in resolving shared water challenges. Participants will gain insights into key conventions such as the UN Watercourses Convention, the UNECE Water Convention, and regional treaties that guide state behavior in the utilization, protection, and management of shared water resources. Case studies from Africa, Asia, Europe, and Latin America will highlight successful cooperative frameworks and lessons learned.

As water scarcity intensifies and climate change reshapes hydrological regimes, the importance of legal and institutional cooperation becomes more pronounced. This training delves into dispute resolution, negotiation techniques, and diplomacy mechanisms that strengthen trust and promote peaceful coexistence among nations sharing water resources.

Participants will also explore governance innovations, including joint basin commissions, data-sharing platforms, and benefit-sharing arrangements. Emphasis is placed on inclusive governance that integrates the voices of local communities, women, and marginalized groups in decision-making processes to ensure fairness and sustainability.

The course bridges theory with practice, combining interactive lectures, group simulations, and policy analysis exercises. Through these methods, learners will strengthen their ability to interpret treaties, evaluate governance models, and apply international legal principles in real-world contexts.

By the end of this training, participants will have the knowledge and tools to promote transboundary water cooperation, design effective legal instruments, and advocate for equitable water-sharing policies that balance economic development with environmental stewardship.
