Course Introduction

Theory of Change (ToC) has become an essential planning, learning, monitoring, and evaluation framework for development organizations, governments, donor agencies, and non-governmental organizations seeking to achieve sustainable and measurable impact. It provides a structured methodology for understanding how and why desired change is expected to happen within a particular context. By explicitly identifying pathways of change, assumptions, and causal relationships, Theory of Change strengthens project effectiveness and improves accountability for development results.

Development interventions often operate in complex environments characterized by multiple stakeholders, dynamic social systems, uncertain risks, and interconnected challenges. Traditional project planning methods may not adequately explain how project activities contribute to long-term outcomes and impact. Theory of Change addresses this gap by providing a comprehensive framework that maps the sequence of changes required to achieve desired goals while making assumptions and external influences transparent and testable throughout implementation.
