Course Introduction
Tax administration modernization is increasingly essential for governments seeking stronger domestic resource mobilization, improved taxpayer compliance, efficient public services, and sustainable fiscal performance. Modern revenue institutions must respond to changing economic structures, digital business models, evolving taxpayer expectations, and growing demands for transparent and accountable administration. This course provides practical and strategic approaches for modernizing tax administration while improving measurable revenue performance.
Effective modernization requires more than introducing new technology. It involves reviewing institutional structures, business processes, taxpayer services, compliance strategies, workforce capabilities, data systems, governance arrangements, and performance-management frameworks. Participants will examine how to assess existing administrative capabilities, identify modernization priorities, redesign inefficient processes, and establish implementation strategies that deliver measurable improvements in revenue collection and taxpayer experience.
The programme explores the relationship between modernization initiatives and revenue performance. Participants will learn how to analyze collection trends, compliance gaps, tax expenditure, arrears, administrative costs, filing behaviour, payment performance, audit outcomes, and revenue leakage. They will develop methods for linking modernization investments to performance indicators so that digital and organizational reforms produce tangible improvements in efficiency, compliance, service quality, and government revenue.
Digital transformation is a major component of modern tax administration. Electronic registration, online filing, digital payments, automated assessments, integrated taxpayer accounts, data matching, analytics, artificial intelligence, and real-time transaction reporting can substantially improve revenue administration. Participants will examine how to select, implement, govern, and evaluate these technologies while addressing cybersecurity, privacy, interoperability, data quality, system resilience, and responsible automation.
Modernization also requires organizational and institutional change. Participants will explore workforce development, process ownership, change management, governance structures, stakeholder coordination, service redesign, performance accountability, and institutional communication. Particular attention is given to overcoming resistance to change, sequencing reforms, managing implementation risks, and ensuring that modernization programmes remain aligned with government fiscal priorities and taxpayer needs.
By the end of the programme, participants will be able to assess tax-administration maturity, prioritize modernization initiatives, strengthen revenue performance frameworks, design digital transformation strategies, improve compliance systems, and establish continuous-improvement mechanisms. They will also gain practical approaches for measuring modernization results and managing implementation risks. The course supports more efficient revenue institutions, stronger compliance, improved taxpayer services, better revenue intelligence, and sustainable government financing.
