Course Introduction

Systems Mapping for Public Sector Challenges Training Course equips public officials, policy professionals, programme leaders, and institutional managers with practical methods for understanding complex public-sector challenges as interconnected systems rather than isolated problems. Participants learn how to identify actors, relationships, feedback loops, dependencies, incentives, bottlenecks, and unintended consequences that shape public outcomes. The course builds a structured foundation for seeing beyond organizational boundaries and developing more informed responses to persistent and emerging challenges.

Public-sector problems frequently involve multiple institutions, communities, markets, technologies, regulations, and social behaviours interacting at the same time. A change introduced in one part of the system can create unexpected effects elsewhere, making conventional linear problem-solving approaches insufficient. This course introduces systems mapping techniques that help participants visualize these interactions, clarify causal relationships, identify leverage points, and distinguish symptoms from deeper structural causes before committing resources to interventions.

Participants will explore practical approaches for mapping stakeholders, institutions, processes, resources, information flows, incentives, risks, and decision pathways. Through structured exercises, they will learn how to build system maps from qualitative evidence, stakeholder knowledge, administrative information, and service experience. The course emphasizes collaborative mapping so that different perspectives can be brought together, contested assumptions can be surfaced, and shared understanding can be developed across departments, agencies, professional groups, and citizen stakeholders.
