Course Introduction

Sub-grantee and partner compliance management is a critical component of successful donor-funded project implementation, ensuring that downstream implementing partners adhere to financial, operational, and reporting requirements. As funding structures become more decentralized, NGOs increasingly rely on sub-grantees to deliver services, making compliance oversight essential for accountability and impact. This course equips participants with advanced skills to manage and monitor partner compliance effectively.

Donor agencies such as USAID, EU institutions, UN organizations, and private foundations require strict oversight of sub-grantee activities to ensure proper use of funds and achievement of project objectives. Weak partner compliance systems often result in audit findings, financial mismanagement, and reputational risks for lead organizations. This training provides structured frameworks for strengthening partner oversight and compliance systems.

Managing sub-grantees involves complex processes including due diligence, capacity assessment, contract management, financial monitoring, and performance evaluation. Many organizations struggle with inconsistent partner management systems, leading to inefficiencies and compliance gaps. This course builds participants’ capacity to design and implement robust partner management frameworks that ensure accountability and performance.

Effective compliance management requires continuous monitoring and capacity strengthening of implementing partners to ensure alignment with donor rules and organizational policies. Lead organizations must establish clear reporting structures, verification mechanisms, and accountability frameworks. This training emphasizes proactive compliance management approaches that reduce risks and improve partner performance.

Risk management is central to sub-grantee oversight, as organizations must identify financial, operational, and reputational risks associated with partner implementation. Without strong controls, sub-grantees may inadvertently or intentionally violate donor requirements. This course provides participants with tools to assess risks and implement mitigation strategies across partner networks.

Through case studies, simulations, and practical exercises, participants will gain hands-on experience in managing sub-grantee compliance systems. The course strengthens institutional oversight capacity, improves donor confidence, and enhances the effectiveness of multi-partner project implementation.
