Course Introduction

Sub-grantees and implementing partners play a critical role in translating donor-funded programmes into measurable results, particularly when projects are delivered through networks of local organizations, technical agencies, community-based institutions, and specialized service providers. Managing these partnerships requires more than transferring funds or assigning activities; it demands structured governance, clearly defined responsibilities, sound financial management, consistent performance monitoring, and effective communication between prime recipients and delivery partners. The Sub-Grantee and Implementing Partner Project Management Course equips professionals with practical approaches for managing the complete partnership lifecycle, from partner selection and onboarding to implementation oversight, compliance assurance, and closeout.

Effective sub-grant management begins with appropriate partner assessment, clear agreements, realistic implementation plans, and a shared understanding of expected results. Organizations must verify partner capacity, financial management systems, procurement procedures, staffing arrangements, safeguarding practices, and operational readiness before implementation begins. This course examines how to conduct partner due diligence, assess institutional strengths and weaknesses, establish risk-based oversight arrangements, and develop sub-grant agreements that clearly define deliverables, budgets, reporting schedules, approval requirements, and accountability obligations. Participants will learn how to build constructive partnerships while protecting the interests of funders, lead organizations, beneficiaries, and participating institutions.

Successful implementation depends on the ability to coordinate multiple organizations operating under different institutional structures, geographic conditions, technical capabilities, and administrative systems. Participants will explore practical methods for translating partnership agreements into integrated work plans, monitoring milestones, coordinating activities, managing interdependencies, and resolving delivery bottlenecks. The course addresses common challenges such as delayed fund transfers, inconsistent reporting, weak documentation, staff turnover, underperformance, communication gaps, and competing organizational priorities. It emphasizes collaborative problem-solving, proportionate supervision, transparent decision-making, and timely corrective action to ensure that partner-delivered activities remain aligned with programme objectives and approved funding conditions.

Financial accountability and compliance are central to effective sub-grant management. Lead organizations must ensure that sub-grantees use funds for authorized purposes, maintain adequate supporting documentation, follow applicable procurement requirements, and submit accurate financial reports within agreed deadlines. This programme explores budget monitoring, expenditure verification, advance management, financial reconciliations, partner cash-flow planning, internal controls, fraud-risk prevention, and the management of ineligible costs. Participants will also examine how to integrate financial and technical performance information, maintain audit-ready records, and apply risk-based monitoring without imposing unnecessary administrative burdens on capable partners. Digital reporting platforms, automated compliance trackers, and management dashboards will be considered as tools for improving transparency and oversight.

Partnership management also requires a balanced approach to institutional capacity development, safeguarding, risk management, and accountability to affected communities. Participants will learn how to assess partner performance, identify capacity gaps, design targeted technical assistance, and establish improvement plans that strengthen organizational systems over time. The course addresses conflicts of interest, fraud indicators, complaints handling, protection of sensitive information, cybersecurity, safeguarding responsibilities, and responsible management of beneficiary data. It also examines the importance of maintaining professional relationships when difficult decisions are necessary, including responding to serious non-compliance, suspending disbursements where justified, renegotiating implementation arrangements, or initiating formal escalation procedures under applicable agreements.

The final component focuses on sub-grant closeout, sustainability, and the long-term value of implementing partnerships. Participants will examine procedures for reconciling expenditures, liquidating advances, verifying deliverables, resolving audit findings, completing contractual obligations, managing project assets, and obtaining final reports and closure confirmations. The course also explores how to document lessons learned, transfer knowledge, strengthen partner capabilities, and preserve successful delivery models for future programmes. Through practical scenarios, case studies, performance reviews, and structured planning exercises, participants will develop the skills to manage sub-grantees and implementing partners with greater consistency, accountability, operational effectiveness, and commitment to sustainable development results.
