Course Introduction
High-quality regulation is fundamental to effective government, competitive economies, public protection, and sustainable development, but poorly designed rules can generate unnecessary costs, unintended consequences, administrative burdens, and weak compliance. The Strategic Regulatory Impact Assessment and Better Regulation Training Course equips senior public-sector professionals with advanced capabilities to evaluate regulatory problems, compare policy options, assess impacts, and design regulatory systems that are proportionate, evidence-based, transparent, enforceable, and aligned with strategic government objectives.
The programme provides a comprehensive understanding of Regulatory Impact Assessment (RIA) as a decision-support discipline rather than a procedural requirement. Participants will learn how to define regulatory problems, establish baselines, identify affected stakeholders, develop credible alternatives, quantify and qualify impacts, assess risks, examine distributional consequences, and determine whether intervention is justified. They will examine when governments should regulate, what instrument should be used, how regulatory requirements should be structured, and how alternative interventions—including information, incentives, standards, market mechanisms, voluntary approaches, and digital tools—can sometimes achieve better results.
The programme develops advanced economic, social, environmental, institutional, and distributional impact analysis. Participants will examine cost-benefit analysis, cost-effectiveness analysis, compliance-cost assessment, fiscal impacts, competition effects, small-business impacts, innovation effects, environmental consequences, gender and inclusion considerations, and impacts on vulnerable populations. Particular emphasis is placed on identifying indirect effects, unintended consequences, implementation costs, behavioural responses, and opportunity costs that can materially influence whether a regulatory proposal generates net public value.
The course also addresses the complete regulatory lifecycle, from initial problem identification and impact assessment through consultation, decision-making, implementation, monitoring, enforcement, review, and ex-post evaluation.
