Course Introduction

Government services should be designed around successful citizen outcomes rather than the complexity of internal administrative processes. Excessive forms, repeated information requests, unclear instructions, unnecessary approvals, long waiting periods, fragmented channels, and poorly connected agencies can create significant customer effort. This course provides a strategic framework for identifying and reducing these sources of friction while improving service experience, accessibility, efficiency, satisfaction, and public value.

The programme examines customer effort as a critical measure of government service performance. Participants will learn how to assess the physical, cognitive, emotional, financial, administrative, and digital effort citizens experience when accessing public services. By examining complete service journeys rather than isolated transactions, participants can identify where citizens are required to repeat information, navigate complex procedures, contact multiple offices, resolve preventable errors, or overcome barriers that government can reasonably remove.

A central component of the course is advanced service-experience analysis. Participants will explore journey mapping, service blueprinting, user research, process analysis, behavioural insights, citizen feedback, complaints analytics, service data, and operational intelligence. These approaches enable government organizations to identify high-friction moments and understand the underlying causes of unnecessary effort. The emphasis is on using evidence to redesign services around simplicity, clarity, convenience, inclusion, and successful completion.

The course also addresses the relationship between customer effort and government performance. Reducing citizen effort can decrease avoidable contacts, administrative workload, repeat applications, complaints, processing errors, failed transactions, and demand generated by confusing processes.
