Course Introduction
Strategic Environmental Assessment (SEA) is a systematic and proactive approach used to integrate environmental, social, climate, and sustainability considerations into policies, plans, and programs before major decisions are made. Unlike project-level Environmental Impact Assessments, which focus on specific projects, SEA addresses broader strategic decisions that shape development pathways, sectoral investments, land-use planning, infrastructure development, and public policy. By evaluating environmental implications early in the decision-making process, SEA helps governments, institutions, and development agencies achieve sustainable development outcomes while minimizing adverse environmental impacts.
