Course Introduction

Strategic capital planning and infrastructure budgeting are critical pillars of sustainable national development, ensuring that long-term investments are aligned with economic priorities, fiscal realities, and public service delivery goals. This course provides a comprehensive framework for understanding how governments prioritize, finance, implement, and evaluate large-scale infrastructure projects within constrained fiscal environments. It emphasizes strategic thinking in allocating scarce resources to high-impact capital investments.

The course explores the full lifecycle of infrastructure budgeting, from project identification and appraisal to funding approval, execution, and post-implementation evaluation. Participants will examine how capital budgets differ from recurrent budgets and why poor planning often leads to cost overruns, stalled projects, and inefficient resource use. Emphasis is placed on strengthening institutional capacity for multi-year capital programming.

Participants will also gain deep insights into modern infrastructure financing approaches, including public-private partnerships, blended finance models, donor-funded projects, and sovereign borrowing frameworks. The course highlights how governments can balance fiscal sustainability with urgent infrastructure demands while avoiding debt distress and ensuring value for money in capital investments.

A key focus of the training is strengthening project appraisal and prioritization mechanisms using cost-benefit analysis, economic impact assessment, and risk evaluation tools. Participants will learn how to assess project feasibility, ensure alignment with national development plans, and apply transparent criteria for selecting capital investments that maximize social and economic returns.

The course further examines governance challenges in infrastructure delivery, including procurement delays, weak contract management, corruption risks, and inadequate monitoring systems. It provides practical strategies for improving transparency, strengthening oversight institutions, and ensuring timely and efficient project execution across sectors such as transport, energy, water, and urban development.

Finally, participants are equipped with advanced tools for capital budget monitoring, infrastructure performance evaluation, and lifecycle asset management. The course builds capacity for long-term planning, ensuring that infrastructure investments are not only implemented effectively but also maintained sustainably to deliver continuous public value.
