Course Introduction

State-owned enterprises operate within a distinctive environment where commercial objectives, public ownership, government oversight, regulatory obligations, service delivery responsibilities, and financial accountability intersect. This course provides a comprehensive audit framework for examining the financial statements, transactions, controls, governance arrangements, and accountability mechanisms of state-owned enterprises.

The course examines the full financial audit lifecycle within state-owned enterprises, from engagement planning and risk assessment through financial statement testing, transaction-level procedures, internal control evaluation, audit evidence, reporting, and follow-up. Participants will learn how to address the particular risks created by public ownership, government funding, state guarantees, regulated activities, public procurement, subsidies, and politically or socially significant operations.

Particular attention is given to revenue, expenditure, payroll, procurement, assets, liabilities, government transfers, grants, borrowing, investments, related-party transactions, and financial commitments. Participants will learn how to assess whether transactions are properly authorized, accurately recorded, supported by reliable evidence, consistent with applicable requirements, and appropriately reflected in financial statements and management reporting.

The course also addresses governance and accountability risks that can affect financial reporting quality, including weak board oversight, management override, conflicts of interest, procurement irregularities, inadequate segregation of duties, related-party transactions, poor asset stewardship, and ineffective internal audit functions. Participants will develop techniques for linking financial audit findings to underlying control and governance weaknesses.

Modern state-owned enterprises increasingly rely on enterprise resource planning systems, digital procurement platforms, automated payment systems, integrated financial reporting, data analytics, and shared government information systems. The course therefore incorporates technology controls, data quality, cybersecurity, automated financial controls, continuous auditing, and analytics-based audit techniques relevant to public-sector commercial entities.

Through practical audit exercises and an integrated case study, participants will learn how to assess financial reporting risks, test transactions and balances, evaluate internal controls, analyze government-related funding and obligations, investigate unusual financial activity, document audit evidence, and develop clear audit findings. The course strengthens professional skepticism, public accountability, financial assurance, and risk-based auditing capabilities.
