Course Introduction

Special funds and trust accounts are established to hold, administer, and disburse resources for defined purposes, beneficiaries, programmes, projects, statutory obligations, or fiduciary arrangements. Their restricted nature creates distinctive accountability requirements because resources may be subject to specific legal mandates, donor conditions, trust instruments, board resolutions, or administrative rules. Effective auditing therefore requires specialised knowledge of governance, fund controls, financial reporting, compliance, and fiduciary responsibilities.

This course provides a comprehensive framework for auditing special funds and trust accounts across government institutions, public bodies, charitable organisations, development programmes, pension arrangements, statutory funds, community initiatives, and other fiduciary structures. It examines how auditors can assess the complete lifecycle of restricted resources, from fund establishment and capitalisation through receipts, investment, disbursement, accounting, reporting, reconciliation, monitoring, and eventual closure or transfer.

Participants will develop practical skills for evaluating whether special funds are operated within their authorised mandates and whether trust account resources are properly safeguarded, recorded, invested, and applied for approved purposes. The programme addresses fund governance, segregation of accounts, authorised signatories, beneficiary controls, investment management, expenditure restrictions, transfers, advances, administrative costs, related-party transactions, and other areas that can create significant accountability and fiduciary risks.

The course also focuses on risk-based audit planning and evidence-based examination of special-purpose financial arrangements. Participants will learn how to assess fund-specific risks, review trust deeds and enabling instruments, test transactions, reconcile bank and investment records, verify beneficiary payments, analyse restricted income and expenditure, evaluate management fees, and identify breaches of fund conditions or weaknesses in fiduciary oversight.

Modern special funds increasingly operate through digital financial platforms, automated payment systems, investment technologies, electronic records, and complex third-party arrangements. The programme therefore incorporates emerging risks involving cybersecurity, digital fund administration, automated controls, artificial intelligence, investment technology, outsourced fiduciary services, data integrity, beneficial ownership, and technology-enabled fraud affecting restricted financial resources.

By completing the course, participants will be better prepared to conduct effective audits of special funds and trust accounts and to provide credible assurance over their governance, financial stewardship, compliance, and accountability. The programme strengthens professional judgement, audit evidence evaluation, financial analysis, fraud risk identification, reporting, and follow-up capabilities while supporting greater transparency and protection of resources entrusted for specific purposes.
