Course Introduction
Space activities have expanded rapidly in recent years, driven by advances in satellite technology, commercial space ventures, space exploration programs, and the increasing role of private sector actors. Governments, regulators, and industry professionals must understand the complex legal frameworks that govern space activities, including international treaties, national regulations, licensing regimes, and liability rules. This course provides participants with a comprehensive understanding of the legal and regulatory systems shaping modern space operations.
The global space sector now includes a wide range of stakeholders such as satellite operators, telecommunications companies, aerospace manufacturers, commercial launch providers, research institutions, and government space agencies. As the commercialization of space accelerates, the need for robust legal governance has become critical to ensure responsible use of outer space, protection of national interests, and sustainable space operations.
Participants will explore the international legal architecture governing outer space, including key treaties and regulatory principles that guide peaceful use, liability, registration of space objects, and international cooperation. The course also examines how national governments implement these international obligations through domestic legislation and licensing frameworks.
With the rapid growth of satellite communications, Earth observation systems, and space-based technologies supporting sectors such as navigation, climate monitoring, agriculture, and security, aerospace regulation has become increasingly important. Participants will gain practical knowledge on regulatory compliance, satellite licensing, spectrum allocation, and operational authorization procedures.
The course further addresses emerging legal challenges such as space commercialization, private spaceflight, space debris management, satellite mega-constellations, space resource utilization, and cybersecurity risks in space infrastructure. These evolving issues are shaping the next generation of space governance and regulatory policy.
