Course Introduction

Social work policy analysis plays a critical role in shaping equitable, effective, and sustainable social welfare systems. This course provides a comprehensive understanding of how social policies are developed, analyzed, and reformed to better respond to the needs of vulnerable populations in diverse social and economic contexts.

Modern social welfare systems face increasing pressure from inequality, poverty, migration, aging populations, and changing labor markets. This course equips participants with analytical tools to critically assess existing policies and identify gaps that limit access, inclusion, and protection for marginalized groups.

A key focus of the course is policy analysis frameworks that allow practitioners to systematically evaluate the effectiveness, efficiency, equity, and sustainability of social welfare programs. Participants will learn how to assess policy impacts on individuals, families, and communities using evidence-based approaches.

The course also explores the process of social welfare reform, including agenda setting, policy formulation, implementation, and evaluation. Participants will gain insights into how policies evolve over time and how social workers can actively contribute to reform processes at local, national, and global levels.

In addition, the course examines the political, economic, and institutional factors that shape social welfare systems. Participants will understand how governance structures, funding mechanisms, and stakeholder interests influence policy outcomes and reform possibilities.

By the end of the course, participants will be able to conduct in-depth policy analysis and contribute to meaningful social welfare reforms that promote justice, inclusion, and improved social outcomes for vulnerable populations.
