Introduction

Social protection is a critical instrument in promoting social justice, reducing poverty, and enhancing the resilience of individuals and communities. It encompasses policies and programs designed to protect people from poverty, vulnerability, and social exclusion throughout their life cycle. This training course is designed to provide participants with a comprehensive understanding of social protection systems, including social assistance, social insurance, and labor market interventions. It highlights how social protection serves as a key pillar in achieving inclusive and sustainable development, especially in the face of global challenges such as economic shocks, climate change, pandemics, and displacement.

The course explores the conceptual foundations of social protection, its role in national development strategies, and the key design features that ensure effective coverage, targeting, and delivery. Participants will examine various models and frameworks used across the globe, with practical case studies illustrating successful implementation and innovation. Particular emphasis is placed on gender-sensitive and child-sensitive approaches, as well as the importance of ensuring coverage for informal sector workers and marginalized populations.

In addition to policy frameworks, the course delves into the operational and institutional aspects of social protection systems. Topics such as financing mechanisms, governance structures, inter-agency coordination, and the integration of digital technology in program delivery will be addressed. Participants will also learn about monitoring and evaluation tools used to assess the effectiveness, efficiency, and impact of social protection programs.

By the end of the course, participants will be equipped with the knowledge and practical skills to contribute to the design, implementation, and evaluation of inclusive and adaptive social protection systems.
