Course Introduction
Social protection systems play a critical role in reducing poverty, addressing inequality, enhancing resilience, and promoting inclusive and sustainable development. Across the world, governments and development partners are increasingly investing in social protection programs to support vulnerable populations, improve human capital outcomes, and strengthen social cohesion. These systems encompass a broad range of interventions, including cash transfers, social insurance, labor market programs, public works initiatives, and social services that protect individuals and households from economic shocks and social risks. This course provides participants with comprehensive knowledge and practical skills for designing, implementing, and strengthening social protection systems that contribute to inclusive development and long-term prosperity.
As countries face growing challenges such as climate change, economic instability, demographic transitions, conflict, health emergencies, and technological disruptions, the importance of effective social protection systems continues to increase. Well-designed social protection programs help vulnerable populations cope with crises, recover from shocks, and improve their livelihoods while supporting national development objectives. Participants will explore how social protection contributes to poverty reduction, economic inclusion, human development, and resilience-building within diverse development contexts and policy environments.
Inclusive development requires ensuring that no one is left behind. Marginalized populations including women, children, persons with disabilities, older persons, youth, indigenous communities, migrants, and people living in poverty often face multiple barriers to accessing opportunities and services. Social protection systems provide mechanisms for addressing these disparities by promoting equity, inclusion, and social justice. At the same time, emerging challenges related to data protection, digital inclusion, and cybersecurity require careful management.
