Course Introduction

The Social Protection Project Management Course provides a comprehensive framework for professionals responsible for designing, planning, financing, implementing, monitoring, and evaluating social protection projects and programmes. The course examines how to translate poverty, vulnerability, inequality, labour-market, demographic, and socioeconomic evidence into practical interventions that strengthen household resilience, improve access to essential services, and support inclusive economic participation.

The programme covers the complete project management lifecycle, from needs assessment and programme design through feasibility analysis, financing, budgeting, procurement, implementation, monitoring, evaluation, and sustainability. Participants will explore practical approaches to social assistance, social insurance, labour-market programmes, cash transfers, public works, livelihood support, shock-responsive systems, disability inclusion, child-sensitive interventions, and integrated social protection delivery.

A strong emphasis is placed on understanding the diverse risks and vulnerabilities faced by different population groups. Participants will examine poverty, unemployment, displacement, disability, ageing, climate shocks, disasters, food insecurity, health emergencies, economic crises, and other factors that can undermine household welfare. The course considers how social protection projects can be designed to reach vulnerable populations effectively while maintaining transparency, accountability, dignity, and equitable access.

The course also explores modern approaches to social protection delivery, including digital payments, social registries, beneficiary information systems, biometric identification, interoperability, data analytics, artificial intelligence, mobile technologies, and automated eligibility and payment systems. Participants will assess both the opportunities and risks associated with digital transformation, including data protection, cybersecurity, exclusion errors, technology access, algorithmic bias, and the need to maintain accessible human-centred delivery mechanisms.

Participants will develop practical capabilities in project governance, stakeholder coordination, financial management, procurement, risk management, safeguarding, grievance redress, monitoring, evaluation, and adaptive programme management. Particular attention is given to results-based management, beneficiary feedback, impact measurement, social accountability, and institutional coordination so that social protection projects can demonstrate measurable improvements in welfare, resilience, inclusion, livelihoods, and economic security.

By the end of the course, participants will be equipped to manage effective, inclusive, accountable, and sustainable social protection projects across different institutional and development contexts. They will understand how to build robust implementation systems, mobilize and manage resources, use data effectively, respond to shocks, strengthen partnerships, and develop scalable social protection interventions that support poverty reduction, resilience, human development, and inclusive economic growth.
