Course Introduction

The concept of the social contract lies at the heart of modern governance, defining the implicit and explicit agreements between states and their citizens. This course explores the evolution, application, and challenges of social contracts in shaping state–society relations, political legitimacy, and inclusive development.

In many contexts, fragile institutions, social inequality, and weak governance undermine the contract between states and citizens. Participants will critically examine how historical legacies, constitutional frameworks, and political transitions influence these relationships. The course highlights both opportunities and risks, from building trust and accountability to understanding social unrest when contracts break down.

The program emphasizes comparative perspectives across regions, showing how different societies negotiate the balance of rights, responsibilities, and state obligations.
