Course Introduction

Accountability, transparency, and anti-corruption are central pillars of effective governance and sustainable development. Corruption undermines public trust, weakens institutions, and hinders the delivery of essential services. To address these challenges, governments, civil society, and development partners must adopt innovative tools and approaches to strengthen accountability and build systems that safeguard public resources.

This course is designed to equip participants with the skills, strategies, and frameworks needed to design, implement, and monitor anti-corruption and transparency initiatives. It emphasizes practical applications of social accountability tools such as citizen monitoring, participatory budgeting, and open contracting.

The training also explores the role of technology in promoting transparency, including digital platforms, data analytics, and e-governance systems that increase public oversight and minimize opportunities for corruption. Global case studies will highlight successes and challenges in both developing and developed contexts, enabling participants to adapt lessons to their unique institutional and national realities.

A key component of the course is the focus on the role of civil society and citizen engagement in strengthening accountability. Participants will examine how grassroots initiatives, advocacy campaigns, and watchdog mechanisms contribute to systemic reforms and sustainable governance.

Emerging topics such as whistleblower protection, cross-border financial flows, and illicit financial practices will also be addressed to prepare participants for the evolving nature of corruption challenges in the modern world. The course aligns with international frameworks such as the UN Convention against Corruption (UNCAC) and the Sustainable Development Goals (SDGs).

By the end of the program, participants will be well-positioned to champion reforms, strengthen institutional systems, and promote a culture of transparency and accountability in governance and service delivery.
