Course Introduction

Senior government leaders operate in communication environments where policy decisions, institutional priorities and public expectations are closely connected. Presidents, Ministers, permanent secretaries, directors-general and other senior officials must communicate with authority while remaining clear, accountable and responsive to citizens, Parliament, public institutions, media organisations and other stakeholders. This course develops the strategic communication capabilities required to lead effectively in such environments.

Leadership communication in government extends beyond speeches and public appearances. Senior leaders must explain complex policies, communicate difficult decisions, respond to scrutiny, manage expectations and maintain confidence during periods of uncertainty. Participants will examine how leadership communication can support effective governance by connecting institutional priorities with understandable, credible and audience-focused messages.

The programme provides practical frameworks for developing executive narratives, preparing for high-profile engagements, managing stakeholder expectations and coordinating communication across government structures. It also addresses the distinctive challenges of communicating where political considerations, administrative responsibilities, legal requirements, public accountability and institutional mandates may overlap.

Artificial intelligence is creating new opportunities for government leaders and their communication teams to monitor public conversations, analyse media narratives, identify emerging issues and strengthen briefing preparation. Participants will explore generative AI, natural language processing, sentiment analysis, topic modelling, stakeholder intelligence and AI-assisted research while maintaining appropriate standards for verification, privacy, transparency, accountability and human judgement.

Senior government leaders frequently communicate during difficult circumstances, including public controversy, emergencies, policy disputes, misinformation, service disruptions and intense media scrutiny.
