Course Introduction
Scaling Government Innovation Training Course equips public-sector leaders and innovation teams with the frameworks, governance approaches, and practical methods required to move promising innovations from isolated pilots into sustainable, organization-wide solutions. The programme focuses on the difficult transition from experimentation to scale, helping participants understand how institutional structures, leadership commitment, resources, capabilities, and operating models influence innovation outcomes.
The course examines how governments can identify innovations with genuine potential for wider adoption and assess whether they are ready to scale across departments, regions, programmes, or service channels. Participants explore evidence-based approaches for evaluating innovation maturity, validating outcomes, understanding implementation constraints, and developing practical scale-up strategies that preserve public value while managing operational and institutional risks.
A central theme is the creation of enabling environments for innovation at scale. Participants investigate governance arrangements, funding mechanisms, procurement approaches, workforce capabilities, digital infrastructure, partnerships, and organizational cultures that support replication and expansion. Particular attention is given to overcoming resistance to change, coordinating multiple stakeholders, and maintaining accountability while introducing new approaches across complex public institutions.
The programme also addresses the measurement of innovation performance and public value. Participants learn how to establish meaningful indicators, build innovation portfolios, monitor adoption, evaluate outcomes, and use evidence to determine whether an initiative should be scaled, redesigned, paused, or discontinued. This supports more disciplined investment decisions and helps public institutions avoid scaling solutions that lack sufficient evidence or strategic relevance.
Emerging issues receive significant attention, including digital government, artificial intelligence, data-driven decision-making, platform-based public services, collaborative innovation ecosystems, responsible experimentation, and adaptive governance. Participants consider how technological and societal changes affect the scalability of public-sector innovations and how institutions can design flexible approaches that remain responsive as needs, risks, technologies, and citizen expectations evolve.
By the end of the five-day programme, participants will be better prepared to turn successful innovation into repeatable institutional capability. The course emphasizes practical application through strategic frameworks, diagnostic tools, case-based discussions, implementation planning, and performance measurement. It is designed to help government organizations scale innovation responsibly, improve service outcomes, strengthen institutional capacity, and deliver measurable public value.
