Introduction

Savings-led approaches and graduation models have proven to be powerful strategies for empowering low-income populations, promoting financial inclusion, and building sustainable livelihoods. This course provides a comprehensive understanding of the principles, design, and implementation of savings-led methodologies and graduation programs that help vulnerable households move from extreme poverty to economic self-sufficiency.

Participants will explore how community-based savings groups, village savings and loan associations (VSLAs), and self-help groups contribute to financial empowerment and resilience. The course also examines how graduation models combining financial services with social support, skills training, and asset transfers create lasting pathways out of poverty when implemented effectively.

The training draws on global best practices, evidence-based case studies, and innovative models from leading organizations such as BRAC, CARE, and the World Bank. It highlights how integrated approaches blending savings, livelihoods, and social protection can promote long-term inclusion and empowerment, particularly for women, youth, and marginalized groups.

As digital transformation reshapes financial ecosystems, participants will learn how to integrate digital tools, mobile savings platforms, and fintech solutions into savings-led programs. Emphasis is placed on leveraging technology for scale, transparency, and efficiency, while ensuring inclusivity and accessibility.

In addition, the course introduces performance measurement tools and monitoring and evaluation (M&E) frameworks to assess the effectiveness, sustainability, and impact of savings and graduation initiatives. Participants will learn how to collect and use data to strengthen program design and demonstrate outcomes to stakeholders and donors.
