Course Introduction

Sanitation systems generate diverse operational, infrastructure, customer, environmental, public-health, financial, and service-delivery data that must be transformed into reliable intelligence for improving access, safety, efficiency, and sustainability. This Sanitation Data Analytics and Service Delivery Intelligence Training Course provides a practical framework for analyzing sanitation coverage, service quality, wastewater flows, fecal-sludge management, sewer networks, treatment performance, containment systems, emptying services, customer demand, operational reliability, and service outcomes. WHO and UNICEF's Joint Monitoring Programme provides internationally comparable sanitation indicators and monitors progress toward SDG 6.2, making structured data analysis an important foundation for measuring sanitation-service performance.

The course establishes an end-to-end analytical view of the sanitation service chain, covering containment, emptying, transport, treatment, reuse, and final disposal. Participants learn how to integrate data from sewer networks, septic tanks, pit latrines, fecal-sludge collection services, wastewater treatment plants, desludging operations, laboratories, customer databases, GIS platforms, maintenance systems, and regulatory records. WHO's current sanitation monitoring framework explicitly follows these stages when assessing whether sanitation services are safely managed, making service-chain data integration essential for moving beyond simple facility-coverage statistics toward meaningful service-delivery intelligence.

A major focus is sanitation coverage and service-level analytics. Participants learn how to distinguish safely managed, basic, limited, unimproved, and open-defecation service categories and how to analyze changes in coverage across urban, rural, institutional, and vulnerable populations. The 2025 JMP reporting indicates that global safely managed sanitation coverage reached 58% in 2024, while 3.4 billion people still lacked safely managed services, demonstrating the continuing importance of robust monitoring and evidence-based service planning.

The program develops practical methods for analyzing sanitation infrastructure and operational performance. Participants examine sewer overflows, blockages, pump-station performance, treatment capacity, treatment quality, sludge volumes, collection routes, emptying frequency, response times, asset failures, and service interruptions. Analytics can be used to identify recurring operational problems, prioritize maintenance, compare service areas, optimize collection resources, monitor treatment performance, and understand where infrastructure or operational constraints are affecting service quality. WHO's sanitation-safety approach emphasizes risk assessment to identify, prioritize, manage, and monitor coordinated actions that protect public health.

Customer, financial, environmental, and public-health intelligence are also incorporated into the course. Participants analyze customer connections, service requests, complaints, tariffs, billing, desludging demand, service affordability, treatment outcomes, environmental indicators, and sanitation-related risks. The course also introduces financial-flow and institutional-performance analysis, reflecting WHO's use of GLAAS and TrackFin to monitor governance, financing, human resources, and WASH-system implementation. This broader perspective helps organizations connect operational performance with the resources and institutional capabilities required to sustain sanitation services.

The final component is an applied sanitation service-delivery intelligence project. Participants integrate coverage, infrastructure, operational, customer, treatment, fecal-sludge, environmental, and financial datasets into a practical analytics framework. The project covers service-level measurement, sanitation-chain analysis, asset and treatment performance, operational bottlenecks, service gaps, forecasting, risk indicators, and management dashboards. Participants finish with a practical methodology for transforming fragmented sanitation information into actionable intelligence for service expansion, operational improvement, infrastructure investment, public-health protection, regulatory monitoring, and sustainable sanitation management.
