Course Introduction

Revenue mobilization is fundamental to sustainable public finance because government revenues help finance public services, infrastructure, social protection, economic development, and essential institutional functions. Yet tax policies, compliance requirements, revenue reforms, and enforcement measures can be difficult for citizens and businesses to understand. Effective communication can improve taxpayer awareness, reduce confusion, encourage voluntary compliance, and strengthen confidence in revenue institutions.

The Revenue Mobilization Communication and Taxpayer Engagement Training Course equips tax administration professionals, finance officials, communication specialists, policymakers, and taxpayer engagement teams with practical strategies for communicating revenue policies and strengthening constructive relationships with taxpayers. Participants will examine taxpayer communication, tax literacy, compliance messaging, revenue reform communication, stakeholder engagement, digital channels, behavioural insights, service communication, and public trust.

Successful revenue communication must explain not only what taxpayers are expected to do, but also why requirements exist, how processes work, where assistance can be obtained, and how public revenues contribute to national priorities. Participants will learn how to translate complex tax rules, procedures, obligations, deadlines, incentives, exemptions, and compliance requirements into clear and accessible information for individuals, businesses, professionals, and other taxpayer groups.

Revenue mobilization initiatives can generate public concern when they involve new taxes, rate adjustments, expanded compliance requirements, enforcement campaigns, digital tax systems, or changes in administration. The course therefore develops capabilities for communicating difficult revenue measures with clarity, fairness, transparency, empathy, and evidence. Participants will explore how to anticipate taxpayer concerns, identify information gaps, manage competing narratives, and communicate reforms without undermining institutional credibility.

Digital transformation is also changing how tax administrations interact with taxpayers. Online portals, mobile services, automated notifications, social media, chatbots, data analytics, and AI-assisted communication can improve access and responsiveness while creating new governance and information integrity challenges. Participants will examine responsible use of these technologies, including data protection, human oversight, accuracy, accessibility, cybersecurity, misinformation management, and consistent taxpayer information across channels.

By completing the Revenue Mobilization Communication and Taxpayer Engagement Training Course, participants will be able to develop integrated communication programmes that improve tax understanding, voluntary compliance, taxpayer experience, stakeholder engagement, and institutional trust. They will gain practical capabilities in audience segmentation, behavioural communication, revenue reform messaging, taxpayer education, digital engagement, misinformation response, media relations, crisis communication, measurement, and strategic planning.
