Introduction

The Results-Based Budgeting and Public Sector Accountability through M&E Training Course equips participants with the knowledge and tools to strengthen transparency, efficiency, and performance in public sector financial management. The course emphasizes the integration of monitoring and evaluation (M&E) into budgeting processes to ensure that resource allocation and expenditures directly contribute to measurable development outcomes.

In an era of limited public resources and increasing demands for accountability, governments and institutions must align budgets with results. This training provides practical insights into how M&E frameworks can be embedded into the budgeting cycle linking planning, implementation, and evaluation with fiscal discipline and evidence-based decision-making. Participants learn how to design performance indicators, monitor expenditure efficiency, and evaluate outcomes to enhance service delivery and governance.

The course explores methodologies for developing results-based budgets that promote effectiveness, value for money, and transparency. Through real-world case studies, participants will understand how performance-informed budgeting supports national development priorities, strengthens institutional accountability, and improves stakeholder trust.

Participants will gain hands-on experience in constructing logical frameworks that link financial inputs to outputs, outcomes, and impacts. The training also delves into performance monitoring systems, key performance indicators (KPIs), and reporting tools that enable continuous learning and adaptive management within government and public sector agencies.

Emerging topics such as digital transformation in public financial management, data analytics for fiscal monitoring, and the role of open government data in accountability are integrated throughout the program. These insights prepare participants to leverage innovation for improved public expenditure tracking and citizen engagement.

By the end of the course, participants will be able to design and implement results-based budgeting systems that promote fiscal responsibility, enhance transparency, and strengthen the overall accountability and performance of public institutions.
