Course Introduction

Results-based budgeting provides a powerful framework for connecting public financial resources with measurable outputs, outcomes, and development results. The Results-Based Budgeting and Fiscal Strategy Training Course equips participants with advanced knowledge and practical techniques for designing budgets that prioritize results, strengthen fiscal discipline, improve resource allocation, and ensure that government expenditure contributes directly to strategic economic and social objectives.

The course examines how results-based budgeting can transform traditional input-focused financial management into a performance-oriented approach centered on measurable achievements and public value. Participants will explore the relationships between strategic planning, policy priorities, programme design, budget allocations, performance indicators, expenditure decisions, and outcome measurement while learning how to establish stronger links between financial resources and institutional performance.

Fiscal strategy forms a critical part of the programme, enabling participants to understand how results-oriented expenditure decisions must operate within realistic fiscal constraints. The training examines revenue projections, expenditure ceilings, fiscal space, deficits, debt sustainability, medium-term fiscal frameworks, and fiscal risks while demonstrating how performance information can support difficult resource allocation decisions during periods of financial pressure or fiscal adjustment.

Participants will also develop practical skills in programme-based budgeting, performance indicator development, expenditure prioritization, costing, budget execution, monitoring, evaluation, and performance reporting. Particular emphasis is placed on developing credible results frameworks and using performance information to determine whether programmes are delivering value for money and whether future resource allocations should be maintained, increased, redesigned, or reduced.

The course addresses emerging issues that are reshaping results-based fiscal management, including climate-responsive budgeting, gender-responsive budgeting, digital public financial management, artificial intelligence, data-driven performance management, sustainable development financing, demographic pressures, and economic volatility. Participants will consider how modern analytical tools and improved data systems can strengthen fiscal strategy while making public expenditure more transparent, responsive, and results-oriented.

By the end of the course, participants will be able to design and manage results-based budget frameworks that integrate strategic priorities, fiscal constraints, performance information, and measurable development outcomes. They will gain practical capabilities to improve budget credibility, strengthen fiscal strategy, enhance expenditure efficiency, manage performance risks, and support evidence-based decisions that deliver sustainable public-sector results.
