Introduction

Effective monitoring and evaluation (M&E) are critical for ensuring that development projects deliver tangible results, demonstrate accountability, and inform strategic decision-making. The Result-Based Monitoring and Evaluation (RBM&E) of Development Projects Course is designed to equip professionals with the skills and tools needed to systematically track progress, assess performance, and measure outcomes based on clearly defined results frameworks. The course emphasizes the use of RBM principles to shift focus from activities and outputs to the achievement of sustainable outcomes and long-term impact.

Participants will explore the full M&E cycle from planning and indicator development to data collection, analysis, and reporting anchored in a results-based approach. The training provides hands-on experience in designing logical frameworks (logframes), performance measurement frameworks (PMFs), theories of change, and monitoring plans. It also introduces key tools and technologies used in field data collection and management to enhance accuracy, real-time reporting, and decision-making.

Through interactive sessions, case studies, and practical group exercises, the course enables participants to design and implement M&E systems that align with project goals and donor requirements. Emphasis is placed on developing usable data for adaptive management, learning, and demonstrating accountability to stakeholders, including beneficiaries, funders, and government partners. Participants will also learn to conduct evaluations that go beyond outputs to assess the effectiveness, relevance, and sustainability of projects.

This course is ideal for M&E officers, project managers, program coordinators, development practitioners, researchers, and decision-makers involved in the design, implementation, and oversight of development programs. Whether you are building an M&E system from scratch or strengthening existing practices, this training will provide the tools and knowledge necessary to implement robust, results-focused M&E systems that drive better development outcomes.
