Course Introduction
Regulatory decisions can have significant economic, social, environmental, institutional, and administrative consequences for citizens, businesses, public institutions, and wider society. Regulatory Impact Assessment provides government managers with a structured approach for examining these consequences before decisions are made. It helps institutions determine whether intervention is necessary, compare alternative approaches, understand trade-offs, and select options that are proportionate to the problems being addressed.
Regulatory Impact Assessment for Government Managers Training Course provides practical guidance on applying impact assessment principles throughout the regulatory policy cycle. Participants will learn how to define regulatory problems, establish policy objectives, identify alternative interventions, assess costs and benefits, analyze risks, consider distributional effects, consult stakeholders, and develop evidence-based recommendations for senior decision-makers.
The programme focuses on making impact assessment useful for management and decision-making rather than treating it simply as a compliance document. Participants will learn how to structure assessments around clear decision questions, credible evidence, realistic assumptions, measurable outcomes, implementation considerations, and transparent trade-offs. Particular attention is given to proportionality so that analytical effort is matched to the significance and complexity of the proposed regulatory intervention.
Participants will examine quantitative and qualitative assessment techniques for evaluating regulatory options. These include cost-benefit analysis, cost-effectiveness analysis, risk assessment, fiscal and economic analysis, administrative burden assessment, distributional analysis, stakeholder impact assessment, and scenario analysis. The course also addresses situations where evidence is incomplete, uncertainty is high, impacts are difficult to monetize, or different groups experience substantially different consequences.
The course addresses the practical responsibilities of government managers in coordinating impact assessments across policy, legal, economic, technical, regulatory, and operational teams. Participants will explore stakeholder consultation, quality assurance, governance, review processes, implementation planning, monitoring, and post-implementation evaluation. They will also learn how to identify common weaknesses such as poor problem definition, weak baselines, unsupported assumptions, incomplete alternatives, double counting, and inadequate treatment of uncertainty.
Emerging regulatory challenges are incorporated throughout the programme, including artificial intelligence, digital platforms, climate-related regulation, data governance, technological innovation, cross-border services, cybersecurity, and rapidly changing business models. By the end of the course, participants will be able to lead credible, proportionate, and decision-oriented impact assessments that improve regulatory choices, reduce unintended consequences, strengthen accountability, and deliver greater public value.
