Course Introduction

The Refugee Livelihood Enterprise Incubation Project Management Course is designed to equip participants with the knowledge and practical skills required to plan, implement, manage, and evaluate enterprise incubation initiatives that promote sustainable livelihoods among refugees and displaced populations. The course explores how enterprise development can help refugees overcome economic barriers, build self-reliance, create employment opportunities, and contribute positively to host communities. It emphasizes the importance of structured project management in transforming livelihood interventions into sustainable business opportunities that respond to the needs, abilities, and aspirations of refugee entrepreneurs.

Participants will examine the key principles of refugee livelihood programming, including economic inclusion, entrepreneurship development, financial empowerment, market access, and private-sector engagement. The course explores the challenges refugee entrepreneurs may encounter, such as limited access to finance, legal and regulatory restrictions, language barriers, limited professional networks, restricted mobility, and difficulties accessing business development services. It highlights how effective project planning and context-sensitive incubation models can address these challenges while supporting inclusive economic participation and dignified livelihood opportunities.

The training provides a comprehensive understanding of the enterprise incubation lifecycle, from initial needs assessments and opportunity identification to business selection, incubation support, enterprise growth, and graduation. Participants will learn how to conduct market assessments, identify viable business sectors, assess entrepreneurial capacity, develop selection criteria, and design incubation programmes that reflect local economic conditions. Particular attention is given to identifying business opportunities that are commercially viable, socially relevant, culturally appropriate, and capable of generating sustainable income for refugee entrepreneurs and their households.

The course also addresses the operational and managerial aspects of enterprise incubation project delivery. Participants will explore project design, budgeting, resource mobilization, stakeholder coordination, implementation scheduling, risk management, procurement, and team supervision. The training examines how humanitarian organizations, development agencies, government institutions, financial service providers, private companies, and community organizations can collaborate to deliver effective livelihood programmes. It also emphasizes accountability, safeguarding, conflict sensitivity, gender equality, disability inclusion, and the meaningful participation of refugees throughout the project cycle.

A central component of the course focuses on enterprise development support and the practical services required to help refugee-owned businesses become sustainable. These include entrepreneurship training, business planning, mentorship, financial literacy, digital skills, product development, market linkage facilitation, and access to appropriate financial services. Participants will explore different incubation models, including physical business hubs, community-based incubation, mobile business support, digital incubation, and partnerships with existing business development service providers. The course considers how these models can be adapted to different displacement settings, including urban settlements, refugee camps, and host-community environments.

By the end of the training, participants will be better prepared to manage enterprise incubation projects that generate measurable livelihood outcomes and support longer-term economic inclusion. They will develop practical approaches to monitoring enterprise performance, evaluating project effectiveness, managing implementation challenges, and planning for sustainability beyond the incubation period. The course encourages participants to apply evidence-based project management practices, build strong partnerships, and design interventions that strengthen refugee entrepreneurship while contributing to resilient local economies and inclusive community development.
