Course Introduction

Modern governments increasingly depend on interconnected digital ecosystems where data flows seamlessly across ministries, agencies, and public service platforms. However, without strong records governance, cross-government integration efforts often result in fragmentation, inconsistency, duplication, and loss of trust in public data systems. This course provides a comprehensive and advanced understanding of how records governance underpins effective data integration and interoperability at national and institutional levels.

As digital transformation accelerates across the public sector, governments are investing heavily in integrated data platforms, shared registries, and interoperable service delivery systems. This course explores how records governance ensures that these systems operate with consistency, accuracy, accountability, and long-term sustainability. Participants will learn how structured governance frameworks reduce risks associated with poor data alignment, weak metadata standards, and uncoordinated system design.

The course examines how records governance acts as the foundational layer enabling successful interoperability across government systems. Participants will explore how classification structures, metadata frameworks, data standards, and lifecycle controls influence the ability of institutions to exchange, validate, and use information effectively. Without these governance structures, integration projects often fail to deliver intended value despite significant technological investment.

A strong emphasis is placed on the technical and policy dimensions of cross-government data sharing, including interoperability frameworks, API governance, digital identity systems, and cloud-based integration models. Participants will also examine the role of regulatory compliance, privacy protection, and cybersecurity in ensuring that shared data environments remain secure, reliable, and trusted.

The course also addresses the operational challenges of aligning multiple institutions with different mandates, systems, and data cultures. Participants will learn how to manage coordination complexities, standardize information practices, and design governance mechanisms that support sustainable inter-agency collaboration. Real-world case studies illustrate both successful and failed integration initiatives, offering practical insights into best practices.

By the end of the course, participants will be able to design, implement, and manage robust records governance frameworks that enable seamless cross-government data integration and interoperability. They will be equipped to support national digital transformation agendas and ensure that integrated systems deliver meaningful, reliable, and secure public value.
