Course Introduction
Public service experience is shaped by every interaction a citizen has with a government institution, from discovering information and submitting an application to receiving a decision, requesting assistance, or resolving a complaint. Administrative complexity, unclear requirements, repeated documentation, long waiting times, fragmented services, and poor communication can create unnecessary burdens. This course equips public-sector professionals with practical methods for designing better service experiences while improving administrative efficiency, accessibility, responsiveness, and institutional performance.
Experience design in government requires an understanding of both citizen needs and administrative realities. Participants will explore how to map complete service journeys, identify moments of friction, understand user expectations, and distinguish genuine administrative requirements from processes that can be simplified. The programme introduces practical approaches for studying user experiences through interviews, observation, feedback, data analysis, journey mapping, personas, service blueprints, and process reviews, helping institutions make improvement decisions based on evidence rather than assumptions.
Administrative improvement is closely connected to service experience because inefficient internal processes often become visible to citizens as delays, confusing instructions, repeated requests, inconsistent decisions, or poor communication. Participants will learn how to map administrative workflows, identify bottlenecks, clarify responsibilities, reduce duplication, streamline approvals, improve coordination, and redesign processes around desired service outcomes. The course emphasizes practical improvement methods that can be implemented without compromising accountability, legal requirements, security, fairness, or necessary controls.
The programme also addresses inclusive and accessible experience design. Public services must work for people with different abilities, languages, digital capabilities, geographic circumstances, socioeconomic conditions, and levels of familiarity with government procedures. Participants will examine how to identify barriers affecting different user groups and incorporate accessibility, inclusion, plain language, alternative channels, assisted services, and reasonable accommodations into service redesign. This supports more equitable access while reducing unnecessary administrative burdens across diverse communities.
Digital transformation provides powerful opportunities to redesign public services, but technology alone does not guarantee a better experience. Online portals, mobile applications, digital identity, automation, chatbots, artificial intelligence, electronic case management, and integrated government platforms can simplify transactions when designed around real user needs. Participants will examine how to combine digital and human channels, prevent digital exclusion, improve information architecture, strengthen data flows, and introduce responsible automation while addressing privacy, cybersecurity, accessibility, and algorithmic risks.
By the end of the programme, participants will be able to diagnose service-experience problems, map citizen journeys, analyze administrative processes, identify improvement opportunities, redesign workflows, develop service prototypes, and measure the impact of changes. They will also gain practical strategies for embedding continuous improvement through user research, performance measurement, employee participation, feedback, digital tools, and management accountability. The course ultimately helps public institutions create simpler, more accessible, responsive, efficient, and citizen-centered services while strengthening the underlying administrative systems that support them.
