Course Introduction

Competency mapping and skills gap analysis are essential tools for helping government institutions understand the capabilities they currently possess and the capabilities they will need to deliver future public-service priorities. This course provides a practical framework for identifying job competencies, mapping workforce skills, assessing capability gaps, and translating workforce information into targeted development, recruitment, succession, and organizational-improvement strategies.

Public institutions operate in environments where policy priorities, technology, service expectations, regulations, organizational structures, and workforce requirements continually change. Traditional staffing approaches may not adequately reveal whether employees possess the technical, behavioural, leadership, digital, and specialized capabilities required for current and emerging responsibilities. Participants will learn how to systematically assess existing workforce capabilities and identify areas where additional skills, knowledge, experience, or behavioural competencies are required.

Competency mapping provides a structured way of connecting jobs and organizational roles with the capabilities required for successful performance. Participants will examine competency frameworks, job families, role profiles, proficiency levels, behavioural indicators, technical competencies, leadership capabilities, and future-oriented skills. The course emphasizes practical approaches for developing competency maps that are relevant to government institutions and capable of supporting recruitment, performance management, learning, career development, mobility, and succession planning.

Skills gap analysis transforms competency information into actionable workforce intelligence. Participants will learn how to compare required competency levels with existing employee capabilities, identify critical gaps, prioritize workforce risks, and determine appropriate responses. These responses may include training, coaching, mentoring, recruitment, redeployment, job redesign, knowledge transfer, technology adoption, succession planning, or strategic workforce partnerships. The programme emphasizes evidence-based approaches rather than relying solely on subjective assessments.

Digital technologies are creating new opportunities for workforce capability analysis. HR information systems, skills databases, workforce analytics, digital assessments, employee self-service platforms, artificial intelligence, and skills-intelligence tools can provide more timely and detailed information about workforce capabilities. However, digital approaches also introduce challenges involving data quality, privacy, algorithmic bias, employee trust, assessment validity, cybersecurity, and responsible use of workforce information. Participants will explore these emerging issues alongside practical technology applications.

By the end of the programme, participants will be able to develop competency frameworks, map roles and workforce capabilities, conduct structured skills gap analyses, prioritize critical capability requirements, and design targeted workforce interventions. The training is designed to help government institutions build more capable, adaptable, and future-ready workforces by aligning employee skills with organizational priorities, public-service requirements, technological change, and long-term institutional performance.
