Course Introduction

Public-sector digital transformation succeeds when institutions are prepared to adopt, use, govern, and continuously improve new technologies rather than simply purchase and deploy them. Technology readiness combines organizational capacity, workforce capability, digital infrastructure, leadership commitment, governance, processes, data, cybersecurity, and institutional culture. This course provides a practical framework for assessing technology readiness and building sustainable digital adoption across government organizations.

Many technology initiatives underperform because institutions introduce systems without adequately assessing employee skills, process maturity, infrastructure, data quality, leadership support, user expectations, or organizational readiness. Participants will learn how to identify readiness gaps before implementation, assess the likely impact of technology change, prioritize interventions, and establish practical conditions that enable employees and departments to adopt new digital tools confidently and productively.

Digital adoption requires more than technical training. Employees must understand why a technology is being introduced, how it affects their work, what benefits it provides, and how they will be supported during transition. Participants will examine stakeholder analysis, readiness assessment, change-impact analysis, communication, training, user engagement, digital champions, support structures, feedback mechanisms, and reinforcement strategies that encourage sustained use of government technologies.

Technology readiness also depends on the strength of underlying organizational systems.
