Course Introduction

The Public Sector Revenue Systems and Tax Collection Training Course provides a practical and strategic framework for strengthening government revenue systems, improving tax collection, enhancing compliance, and modernizing the institutional and technological foundations of public revenue administration.

Effective revenue systems must connect tax policy, taxpayer administration, revenue collection, compliance management, financial controls, data, technology, and performance management. This programme examines these components as an integrated system, enabling participants to understand how weaknesses in one part of the revenue chain can affect overall government revenue performance.

Participants will explore the complete tax collection process, including taxpayer registration, identification, filing, assessment, payment, collection, reconciliation, arrears management, audit, enforcement, refunds, objections, complaints, and reporting. Particular attention is given to designing efficient workflows, reducing administrative bottlenecks, preventing revenue leakage, and improving collection productivity.

The programme also focuses on revenue-system performance. Participants will learn how to monitor revenue collections against targets, analyse collection trends, identify revenue gaps, measure compliance, evaluate tax administration costs, assess arrears, and develop management dashboards that support timely corrective action.

A strong emphasis is placed on taxpayer compliance and service quality. Participants will examine taxpayer segmentation, compliance-risk management, taxpayer education, service standards, digital channels, complaint handling, voluntary compliance strategies, and proportionate enforcement. The course demonstrates how improved taxpayer experience can complement effective compliance management.

Digital transformation is an important component of modern revenue systems. Participants will explore e-registration, e-filing, electronic invoicing, digital payments, integrated revenue platforms, data matching, automated controls, artificial intelligence, predictive analytics, and real-time revenue monitoring. The programme also addresses cybersecurity, data privacy, interoperability, data quality, algorithmic fairness, auditability, and responsible use of AI.

By the end of the course, participants will be able to assess public-sector revenue systems, improve tax collection processes, strengthen compliance and taxpayer services, identify revenue leakage, enhance revenue performance, and contribute to the modernization of government tax and revenue institutions.
