Course Introduction

Public Sector Resilience Planning Training Course equips government professionals with practical frameworks for strengthening the ability of public institutions to anticipate, withstand, adapt to, respond to, and recover from disruption. Governments increasingly operate amid climate hazards, economic volatility, cyber threats, geopolitical uncertainty, infrastructure pressures, public health emergencies, technological disruption, and rapidly changing citizen expectations. Resilience planning provides a structured way to prepare for these interconnected challenges.

The programme examines resilience as a strategic institutional capability rather than simply an emergency response function. Participants will explore how governance, leadership, workforce capacity, infrastructure, technology, finances, supply chains, information, partnerships, and essential services contribute to organizational resilience. The course emphasizes practical planning methods that enable institutions to identify vulnerabilities, prioritize critical capabilities, strengthen preparedness, and maintain important public outcomes when operating conditions deteriorate.

Participants will develop practical skills in resilience assessment, risk profiling, dependency mapping, scenario planning, stress testing, continuity planning, capability analysis, recovery planning, and resilience measurement. These techniques help public institutions understand where weaknesses exist and determine which investments and interventions can generate the greatest improvement. Participants will also examine how resilience plans can be integrated with strategic planning, budgeting, risk management, performance management, and organizational transformation.

A major focus is the management of interconnected and cascading disruptions. Public institutions depend on complex networks of infrastructure, technology, suppliers, utilities, people, information, and partner organizations. A disruption in one area can therefore generate consequences across multiple services and jurisdictions. The programme introduces systems-thinking approaches for identifying critical dependencies, bottlenecks, single points of failure, cascading effects, and opportunities to build redundancy, flexibility, adaptability, and recovery capacity.

The course also addresses emerging resilience challenges involving climate change, artificial intelligence, cybersecurity, misinformation, digital dependency, demographic shifts, supply-chain disruption, fiscal pressures, and geopolitical instability. Participants will consider how new technologies and data capabilities can strengthen resilience while creating additional vulnerabilities that require appropriate governance and safeguards. The programme encourages forward-looking planning that recognizes uncertainty and prepares institutions for multiple possible futures rather than relying on a single expected scenario.

Ultimately, the programme helps public institutions move from reactive crisis management toward proactive resilience planning. Participants will learn how to translate risk intelligence into practical resilience priorities, establish measurable improvement programmes, strengthen cross-agency coordination, and develop plans that remain useful under changing conditions. By embedding resilience into everyday management and investment decisions, institutions can protect essential services, reduce disruption impacts, accelerate recovery, maintain public confidence, and create stronger long-term public value.
