Course Introduction

Public sector procurement plays a critical role in ensuring that governments and public institutions deliver services efficiently, transparently, and in accordance with established laws and regulations. Procurement activities in the public sector involve the acquisition of goods, works, and services using public funds, making accountability and compliance essential. This course equips participants with the knowledge and practical skills required to manage public procurement processes while adhering to regulatory frameworks and governance standards.

Public procurement systems are guided by strict policies, regulations, and ethical standards designed to promote fairness, transparency, and value for money. However, procurement professionals often face challenges related to regulatory complexity, compliance requirements, and oversight mechanisms. This training provides participants with a clear understanding of procurement laws, policies, and regulatory frameworks that guide public procurement activities.

The course also emphasizes the importance of compliance and accountability in procurement processes. Ensuring compliance with procurement regulations protects public resources and strengthens public trust in government institutions. Participants will explore mechanisms for ensuring procurement transparency, maintaining proper documentation, and implementing effective audit and oversight procedures.

Participants will gain practical insights into procurement planning, tender management, bid evaluation, and contract management within public sector institutions. These processes ensure that procurement decisions are made objectively and that suppliers are selected through fair and competitive processes.

The course also examines emerging issues in public procurement including digital procurement systems, anti-corruption mechanisms, and sustainable procurement practices. Governments around the world are increasingly adopting electronic procurement platforms and transparency tools to enhance efficiency and reduce procurement risks.

By the end of the training, participants will have developed the competencies required to manage procurement activities in the public sector effectively while ensuring compliance with regulatory requirements, improving transparency, and strengthening institutional accountability.
