Course Introduction

Effective meetings and committees are essential mechanisms for public-sector coordination, consultation, oversight, decision-making, governance, and accountability. Well-administered meetings ensure that the right participants receive timely information, discussions remain focused, decisions are properly recorded, responsibilities are clearly assigned, and agreed actions are followed through. This course provides a practical framework for planning, coordinating, documenting, and improving government meetings and committee operations.

Public institutions conduct management meetings, technical committees, boards, steering committees, intergovernmental forums, disciplinary panels, procurement committees, project meetings, stakeholder consultations, and other formal gatherings. Each meeting may involve different mandates, membership arrangements, procedures, confidentiality requirements, decision authorities, and reporting obligations. Participants will learn how to establish appropriate administrative systems that support orderly proceedings while ensuring that meetings remain productive, inclusive, evidence-based, and aligned with institutional objectives.

The programme covers the complete meeting-administration cycle, from identifying meeting objectives and preparing annual calendars through agenda development, participant coordination, briefing-paper preparation, venue or virtual arrangements, attendance management, facilitation support, minute-taking, decision recording, action tracking, and post-meeting follow-up. Participants will examine practical tools including meeting schedules, agenda templates, action registers, decision logs, attendance records, meeting packs, responsibility matrices, and follow-up dashboards.

Strong committee administration requires more than logistical coordination. Committee secretariats must understand mandates, terms of reference, membership, quorum, decision rights, reporting lines, conflicts of interest, confidentiality, records requirements, and escalation arrangements. Participants will learn how to support chairs and members effectively, prepare accurate documentation, manage procedural requirements, distinguish decisions from discussions, and maintain reliable institutional evidence of committee proceedings.

Digital technologies are transforming meeting administration through electronic meeting platforms, digital agendas, online document repositories, electronic attendance, automated reminders, virtual participation, collaborative workspaces, transcription tools, and artificial intelligence. Participants will explore how these technologies can improve efficiency and accessibility while addressing risks involving cybersecurity, privacy, unauthorized recording, information sharing, digital exclusion, data retention, and accuracy of AI-generated meeting records.

By the end of the programme, participants will be able to plan and administer high-quality public-sector meetings and committees, prepare effective agendas and meeting materials, support chairs and participants, produce accurate minutes and decision records, monitor action items, manage committee information, and improve meeting effectiveness. The training is designed to strengthen governance, reduce administrative delays, improve accountability, and ensure that public-sector meetings generate clear decisions and measurable follow-through.
