Course Introduction

Effective grievance administration and workplace resolution are essential to maintaining fair, respectful, productive, and accountable public-sector workplaces. Employees need accessible mechanisms through which workplace concerns can be raised, reviewed, addressed, and resolved consistently and confidentially. This course provides a comprehensive practical framework for administering employee grievances, managing workplace disputes, conducting resolution processes, and strengthening institutional approaches to employee relations.

Workplace grievances may arise from employment conditions, management decisions, workplace conduct, communication problems, performance-related matters, personnel procedures, benefits, workload, career decisions, discrimination concerns, or perceived unfair treatment. Participants will learn how to distinguish different types of employee concerns, assess their nature and urgency, identify appropriate resolution mechanisms, and ensure that cases are handled according to established procedures.

Effective grievance administration requires clear processes from initial receipt through assessment, investigation where appropriate, resolution, communication, follow-up, and closure. Participants will explore grievance intake, case registration, preliminary assessment, jurisdiction, evidence management, interviews, documentation, confidentiality, decision-making, employee communication, escalation, review, and recordkeeping.

Workplace resolution can involve informal discussion, facilitated dialogue, coaching, mediation, negotiated settlement, formal investigation, administrative review, or other authorized mechanisms. Participants will examine when different approaches may be appropriate and how to maintain neutrality, procedural fairness, confidentiality, consistency, and respect for the rights of all parties.

Strong grievance systems also provide valuable organizational information. Recurring grievances can reveal weaknesses in policies, management practices, communication, workload allocation, workplace culture, employee services, or administrative procedures. Participants will learn how to analyze grievance trends and use aggregated information to identify systemic issues without compromising individual confidentiality.

Digital case-management systems can improve grievance administration through secure case registration, workflow tracking, document management, notifications, access controls, escalation alerts, dashboards, and reporting. Participants will explore these technologies while considering privacy, cybersecurity, sensitive information, data retention, access restrictions, and responsible automation.

By the end of the programme, participants will be able to administer grievance processes systematically, assess and document workplace concerns, support appropriate resolution mechanisms, manage cases fairly and confidentially, strengthen grievance controls, and use aggregated grievance information to improve workplace policies and practices. The training is designed to help public institutions build trusted, accessible, consistent, and effective workplace-resolution systems.
